TOWN OF EASTHAM BOARD OF HEALTH MEETING

OPENING STATEMENTS
The meeting was called to order at 3:00 p.m.
VARIANCES
Scott Van Ryswood 27 Pequod Lane Map 17 Parcel 611
Chris Wickson presented project for owner. Paul Bouchaet (185 Aunt Helen’s Way) asked impact to Bike Trail? Chris states request for side line set backs not of environmentally impact to bike trail. Bob McGorry questioned location of project subject to his property.
Distance of leach area to ground water is approximately 15 ft plus to maximum ground water. Project has 2 tanks in series.
Variances requested Under title 5
Section 15.405: Contents of Local Upgrade approval:
1) 8'+-to the 10'required setback for proposed soil absorption system to property line
3'+-to the 20' required setback for proposed soil absorption system to foundation wall
Variances requested Under Title 5:
Section 15.211: General Construction Requirements for All System Components:
1) 1'+- to the 3' maximum cover allowed over proposed distribution box.
2) 3'+- to the 3' maximum cover allowed over proposed soil absorption system
Finding that the plan achieves maximum feasible compliance, the aforementioned variances were approved with the following conditions:
No increase in flow allowed
Deed restriction to 6 bedrooms
Well to be tested for routine parameters
Error on plan to be corrected size of tank 1000 gal. septic
James Taylor made the motion to approve with the 4 conditions - Seconded by Pat Lariviere

Thomas Iezzi 25 Foote Path Map 11 Parcel 209
Chris Wickson East Cape Engineering, for owner. Request side line setback for well. Chris described project and explained variance. Abutter, Paul Schofield, reviewed plan. Abutter okay with plan Well disclaimer requested by Paul Lothrop.
Reduction Requested to Town of Eastham Board of Health Regulations:
1.) 20'+- to the 25'required setback for proposed well to road layout (5'setback proposed)
Finding that the plan achieves maximum feasible compliance, the aforementioned variances were approved with the following conditions:
1 No increase in flow allowed
2. Deed restriction to 3 bedrooms
Well to be tested for Voc and Routine parameters
Well disclaimer form signed by owner
Pat Lariviere made the motion to approve the plan with the 4 conditions

3. Dan Lynch 30 Bonaya Road Map 10 Parcel 097
Jason Ellis presented for owner, describing the variance request. Carol Boyce, abutter, questioned where leach area is in relation to her well. She looked at plan and was in agreement with upgrade since the leach area exceeds 100 ft to her well.
The variances requested are:
Eastham Board of Health Regulations:
1. 13' from proposed well to road layout (Bonaya Road)
15' from proposed well to road layout (Milbrode Ave)
Finding that the plan achieves maximum feasible compliance, the aforementioned variances were approved with the following conditions:
No increase in flow allowed
2. Deed restriction to 2 bedrooms
Well to be tested for voc and routine parameters
Freeze shadow and foot print of existing dwelling
5. Any increase in square footage required Board of Health Review
James Taylor made the motion to approve with 5 conditions - Seconded by Pat Lariviere
APPROVED BY VOTE 3-0
RENEWAL - ANNUAL AND SEASONAL LICENSES
All Annual and Seasonal Licenses were reviewed approved for renewal and signed by Board of Health
REVIEW
Allmon 240 Sea Gull Lane Map 05 Parcel 300
System had no variances - permit had expired. Old design not adequate by today’s code. Project had begun, but never was completed. Paul questioned distance to ground water.
Finding that the plan achieves maximum feasible compliance, the plan was approved with these conditions:
1. Routine water quality test results be provided of existing well location to assure potability
2. No increase in design flow be allowed
3. Deed restriction for 3 bedroom use be recorded on deed
James Taylor made the motion to approve the plan with the 3 conditions

APPROVED BY VOTE 3-0
V. CORRESPONDENCE/OTHER INFORMATION
Carolyn Gorczyca 6 Sandy Hill Lane Map 04 Parcel 287
Letter requesting 2-year waiver to fulfill Title 5 requirements. Waiver granted 2-year permit extension - with condition Board of Health will require plan review prior to approval if any increase in square footage proposed.
Motion to approve with condition was presented by Jim Taylor
Seconded by Pat Lariviere
APPROVED BY VOTE 3-0
Minutes of April 27, 2006 Board of Health meeting were approved.
